Hi!
Have you had any installation lately that didn't work successfully? Or a Windows update that wasn't installed properly? These are some of the reasons why you get that error message in Excel. I will try to list down possible fixes since you did not mention your Windows version:
1. If you're using Windows XP and you still have your Office XP installer disc, you can use that to fix your Excel. You can do this by inserting the cd, going to the add/remove programs, choose Office XP and then choose add/remove features.
2. If you're on Windows 7, try to disable UAC. UAC is User Account Control settings. To change them, just type UAC in the search field in the Windows menu and select Change User Account Control Settings. From there, test each setting to see which allows excel to start properly.
3. You can try to repair Office as well. You can do that by following the steps found in this site:

4. If you have a system restore point in place, try to consider restoring your system to a previous date before the error came up. Different Windows versions have different ways of doing a system restore. To get you started, here’s Microsoft again for details on system restore:

I think there is an incomplete installation in your Microsoft Office product. You will always see this every time you start Microsoft Office Excel and probably other applications within the Microsoft Office suite unless the installation is completed or fixed. If you are not sure if the message refers to Microsoft Office Excel since it is where the message appears, try removing the application.
Click Start, Control Panel, and then Add or Remove Programs. Select Microsoft Office Professional 2003 then click Change. Select “Add or Remove Features” then click Continue. Right-click Microsoft Office Excel then select Not Available. Click Continue to continue uninstalling Microsoft Office Excel. When you are prompted to reboot, restart your computer.
Once uninstalled, try opening other Microsoft Office applications like Microsoft Office Word or Microsoft Office PowerPoint. If the problem was with Microsoft Office Excel only then you shouldn’t see the same message when starting the program. But if all Microsoft Office applications bring the same message when starting up, you need to uninstall and then install back the Microsoft Office suite.
If only Microsoft Office Excel is affected, you can try installing it back. Repeat the same steps then select either “Run from My Computer” or “Run all from My Computer” then click Continue. It should restore Microsoft Office Excel on your computer.
