Ive been wondering this for quite some time already.
I came here to ask personally the experts about this.
In creating diagrams and flowcharts, we can use MS Word and PowerPoint.
So when should we use MS Visio when we can already use Word and PowerPoint in creating one.?

As each application has it purpose like for example Ms Word is used for text documentation, PowerPoint is used for presentation, so when it comes to Ms Visio it main purpose is to draw diagram.

There are many applications in Microsoft Office: Word, Excel, Access, Power Point, Visio… Each application has each own main functions. You use Word for documents, Excel for calculation spreads, Access for databases, Power Point for presentations, and Visio for drawing diagrams and charts.
With many strong tool of Visio, you can make your flowcharts, database models, network diagrams, and business diagrams easier and more visualized.
