I think the four configuration files you are looking for are to make it compatible with legacy software or hardware:
1) Â System.ini: Â Â to load device drivers
2) Â Win.ini:Â Â to store basic settings at boot time
3)  Autoexec.bat: to execute commands automatically on startup
4)  Config.sys: for configuration directives
For more information on those four configuration files you can check Wikipedia.

Autoexec.bat and config.sys are located in the root folder of the drive (usually C:). They are both empty files, created exclusively as a legacy feature. System.ini and win.ini, on the other hand, still have some function, namely font and CGA/EGA support and can be found in the top level Windows directory.
