I have issues with my video card. I didn't have 9.04, but when tried 9.04 everything felt snappy. The same case applies to 9.10. I then tried to use 10.4 and my Vostro 1400 feels lazy even in navigating the UI. Any ideas why?

Well, you did not mention what Vostro and what windows you are using. Assuming that you have a desktop Vostro 200 with vista, I would recommend NVIDIA 9500gt. Anyways, your computer might be lazy for some other reasons aside from your video card.
You can try cleaning up your temporary folders and other waste resources like the Temporary Internet files and Recycle Bin. Check your RAM. Do you think you have enough memory in your computer?
Or is your computer capable of adding more memory? If it is, adding more memory will surely speed up your computer and reduce lag.

Using Dell Vostro 1400 for 10.4 has an issue that the video graphics and other devices are not supported yet with this operating system. Downgrade your operating system that you felt snappy in terms of graphic acceleration.
In Vostro 1400 you can’t upgrade video because it’s a chip which is soldered to the main board or what we say a built video graphic accelerator. I would like to inform that you need to upgrade the memory to 4GB and hard disk for future use.
Downloading of some necessary software in which ever Operating System version like 9.10, 9.04, 8.10, and 8.04 need a lot of space when you want more to explore the other capabilities of that Operating system.Â
