The new Microsoft Visual Studio Express 2012 will be available for Windows desktop. The platforms that support this edition of Visual Studio will be Windows 8 Release Preview (x86 and x64), Windows phone and Windows Azure. You will be able to do desktop development thanks to the feature introduced by Microsoft. You will get access to the latest compilers and programming tools and the ability to collaborate via Team Explorer or TFS Express. Microsoft’s latest Visual Studio Edition is not the complete edition as yet but it is a beta release. Actually it is a RC (Release Candidate) a Release Candidate is a beta version which eventually forms the final product. Hence it is code complete i.e. no entirely new source code is required. According to Microsoft they will like always release a few updates and packages to as they say “Enhance the working experience and quality”.
Coming to the next part of your question the studio is built to work on Windows 7, Windows Server 2008 R2, Windows 8, or later operating systems.
