Who decides Ebay software cases

I just want to know if how does ebay software cases to let buyers open case on ebay or Paypal. It’s a really confusing as Paypal does the process is much on the seller's side. I sell on ebay and most of the times cases are opened in ebay and sometimes on Paypal. If I bought something thru ebay and opened a case but ebay directs me to Paypal also. My tracking number won't always work on ebay and yet I can submit my scanned file of postal information on Paypal.

I see where your confusion comes from. Still, it is quite simple. eBay and PayPal have the same owner and PayPal is actually the part of an eBay. Still, some things, including transaction conflicts are handled separately and on PayPal as eBay deals with a lot of other issues connected to the eBay sales and buys.

 

I would like to suggest you to visit the eBay Help Center (http://pages.ebay.com/help/pay/paypal-and-ebay.html). They offer plenty of information about how things work and what is the part of eBeay and what is the part of the PayPal, and I'm sure things will be much clearer to you once you through the basic questions.
