I think the reason for this could be that some kind of virus or malware has infected your product of norton.
To correct this, you need to use norton power eraser to erase the traces of your earlier norton products.

Save the file and run it.
Once it’s done cleaning your PC, download and install norton 360 again. It will work.
If you were able to successfully install Norton 360 but it doesn’t run, make sure your computer meets the requirements. Norton 360 supports Windows XP Service Pack 3 (32-bit only), Windows Vista Service Pack 1, Windows 7 Service Pack 1, Windows 8.x, and Windows 10 (all versions except Windows 10 S).
It requires 300 MHz for Windows XP and 1 GHz for the others or faster processor; 256 MB RAM for Windows XP, 512 MB RAM for Windows Vista, 1 GB RAM for Windows 7 and Windows 8.x, and 2 GB RAM for Windows 10; and 300 MB free space. If you verify your computer meets the requirements, try to uninstall and reinstall Norton 360.

If you have a much newer version of Norton 360 that this tool can’t remove, download Norton Remove and Reinstall tool. When you are prompted to restart the computer after removing it, click to restart the computer. After booting, install Norton 360 back then see if it works.
