My mouse scroller wheel is not working appropriately. It only allows me to scroll down o a few lines and it gets stuck if I continue to scroll, scrolling the upward direction presents no problem.
How may I find out whether this is a driver/software issue or a hardware damage and what should I do?

Well first check the mouse settings in your computer's control panel and make sure all the settings are set right. If these have actually been set wrong, correct them. If they were set right, and you're still having problems, try updating your mouse's driver from the manufacturer's website.
Although windows has native drivers for almost all the available mice just to have them work when plugged in, the driver may have been corrupted or the driver may lack certain code to get the mouse to function fully. If a driver update does not help, try using a known working mouse. If the working mouse works ok, then buy yourself a new mouse, your current mouse is defective.
