Windows 7 Firewall can’t change settings
Hello Xycastillo.
The source of your problem is the ZeroAccess Rootkit.
Fortunately, Microsoft has the solution to this problem on their support site. You can visit the link here:
Try the various methods posted on the above forum. If it is indeed the ZeroAccess Rootkit then it will be very tricky to clean up and restore your system as rootkits usually cause a lot of damage to the operating system.
If fixing it is too much trouble for you, please consider reformatting your hard drive (I recommend a zero fill) to remove all traces of the rootkit and reinstall Windows.
I hope this helps!

This error has been encountered in some different instances and the majority of those problems are related to virus. Since this is the case, first thing you should do is scan your computer for virus infection. Try downloading Sophos Virus Removal Tool then install it. Wait until it finishes updating its virus database then begin scanning your computer.
This process will take time depending on the amount of data stored on your hard disk. If you have more than one physical hard disk, it will scan both. When it is finished and a virus was detected, remove it then repeat the scan until it no longer detects a malware. Several viruses like rootkits are a little more difficult to remove but it can be done.
They can leave residuals that can still cause problems like the inability to turn on or configure the firewall. After scanning your computer and you still have a problem, try checking on these links to fix those problems:
