I am using Windows 7 on a Dell laptop and recently my DVD drive has been giving me problems. It gives an error code saying, “Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)”. I tried updating the drivers, from the Dell website but still the device won't work.
I also uninstalled and reinstalled the drivers hoping for some change but none did. Some solutions are there on the Internet but all are for older operating systems and none for Windows 7.
Please help me out since I am helpless because of no solution on the Internet.

Hello,
Brice here.
To fix your problem, you have to do some registry work and modify a few things in there.
Here's what you should do:
1. Click Start then in the search text box type run and click Run in the result.
2. In Run type regedit and press Enter. Registry Editor should open.
3. Now, in the navigation pane at the left side, navigate to this location HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlClass{4D36E965-E325-11CE-BFC1-08002BE10318}.
4. At the right side, locate Upper Filters.
5. On the edit menu, click Delete.
6. Now locate Lower Filters.
7. Once again, click Delete on the edit menu.
8. Exit Registry Editor and restart your computer.
There is also a quick fix for it that Microsoft Provided, Click the Run Now button and follow the instructions given.

Check if all the cables are connected well. Close or deactivate your virus guard and the firewall. Then restart the computer and check whether it works or not. If it didn't work, enter a bootable CD or DVD to your DVD drive and check whether it works, when the computer starts. If it works, there should be an error in the operating system. So you have to restore or reinstall you system.
