I am currently having an issue with creating an account in Hotmail. I need to create several accounts as I will need it in a project. As I have browsed through the requirement, it should be a Hotmail account, so even though I am encountering an error, I should resolve it to make progress with my project.

It is an Error 100 which specifies that they are currently having a trouble in signing me up. I am only given a month to work on the project.
so please help me as soon as possible.

Hi, Thony here.
Your problem is quite common and happens with other people as well. Based on observations, it seems that Windows Live log-in service logs your IP address and will only allow a number of accounts created within a time frame and since Windows Live uses IP to determine, even though this is your first time signing in, there is a possibility that someone has used your IP and limiting signing up for it. There is two work around you can try to get through this:

As suggested by Microsoft themselves, you can try and send your IP to them and have them fix the problem for you. First go to What is my IP (https://www.whatismyip.com// and copy the IP address shown in the page. Now put that IP in your browser and add @msn.com then access it. Go to Sign in, Sign up account security forum and post the error message info. Submit your request there and wait for results.

Another way around is to go to this website: (http://www.surfbouncer.com) and use this one that I myself use, if you want.
This error is on Microsoft's end, so this is as much as you can do if you're still getting this error.
Windows Live Error 100: Trouble signing up
If you are trying to register for a new email account on Hotmail, try restarting your computer then try again. See if this works. If this doesn’t work, try troubleshooting your connection. Disconnect the network cable from the network port at the back of the CPU then plug it back in. See if this works.
If this doesn’t work, check the other end of the cable connected to the router. Disconnect the other end of the cable from the Wi-Fi router then connect it back. See if this works. If this doesn’t work, try restarting your router.
If the router has a power button, press it to turn it off then unplug it from the power for about ten to twenty seconds (10 – 20). If there is no power button, just unplug it from the power. Press any button on the router to drain any leftover power or to power cycle. After this, plug the router back to the power and turn it on.
See if this works. If the problem continues, try signing up again after several hours.
