The error messages on your Windows Server 2003 can be customized to suit your organization environment, but I do not think it is possible for all of them.
You can just access the Windows Server configuration manager and locate the error messages that are supposed to be displayed when users perform some actions, and then you can customize them so as to fit you environment because when they are in their default format they can seem vague when they are displayed on the user’s windows.

     What you can do is to disable error reporting for windows, this can be disable or enable even modify error reporting. It is very easy to enable or disable you can go to System Properties. Here is a detailed instruction for disabling error reporting :
Open system properties, go to control panel or press and hold Windows key and then press Pause/ Break.
Go to Advanced tab, click on Error Reporting.
Choose Disable error reporting and you can put a check mark on Notify for critical errors.
