I am a technician in 7 years the solution that I know is check all parts of CPU like memory, harddisk, wiring, motherboard etc.

First thing to do is disassemble all the part then check one by one if the hardware is ok because if the memory is not compatible to the motherboard it will turn your computer slowly to load.
Â
Secondly check the hard disk if the hard disk is not working properly or you hear sound like scrapping it is same to the memory it will load slowly.
Â
Thirdly check all the capacitor of your motherboard if is not yet blowing. Lastly check the your power outlet because when the power is not accurate to give the need of the CPU it will the same in the first and second things to do.

Remove the Processor then clean the processor slot using brand new paint brush also put thermal paste in the processor because it will help the processor overheating sometimes it is the cause of slowing the computer.
Remove the PCI land card if it OS installed it your motherboard brush the PCI slot using paint brush to brush away the dust inside the PCI slot.
Remove video card installed to your motherboard brush it again the AGPÂ or PCIE slot using the paint brush to brush away the dust inside the AGP or PCIE slot.
Check all the cable like sata cable, sata power, IDE cable if your CPU have it because that is one of the cause of your computer slowly.
And the most important of all check the power supply of the CPU, if you need to open it to see if all the capacitor is sober but if you see one of the capacitor is already blowing you need to buy brand new power supply to give the needed power of your computer.

Thanks that you have shared your problem with us.
Dear if you want to make your windows XP faster, you have to take these steps.
First clean all temporary files from your computer.
1. Open C drive and delete all files from "Prefect" folder.
2. In C drive open Documents And Settings folder and choose your user name folder and delete al files from "Temp" and "Temporary Internet Files" folders.
After this uninstall all unnecessary software.
And restart your computer.
You will feel better.
