I am currently using Windows XP and need to easily transfer all my files and settings to Windows7. Is there any software or application that manages this task?

Yes. There is an official Microsoft application for this task. What you need is the ‘Windows Easy Transfer’ application to port your files and settings from Windows XP to Windows 7. However, while installing this software make sure that,

1. You need to migrate to Windows 7 from Windows XP (SP2) or higher.
2. Or you are using Windows Vista SP1 or higher.
3. The current system architecture is same as software version (32 or 64-bit)
