This is new to me on why such an error occurs while i try to access. I am not able to login to outlook.com

Hello Mis.Alice,

You are trying to login using Office 365 email account. It can’t be used in Outlook.com.

It is just like this, you are trying Gmail username and password to login into Yahoo Mail or vice versa. How it will work? One service providers' account can't be accessed with another one.

You have to use Outlook email address. Go to this page and sign up for Outlook account. Then login Outlook using your Outlook email and password.
